PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus directing the 1st respondent to direct the 2nd respondent to give approval for the Council Meeting presided by the Chairman and to formulate the agenda of the meeting at earliest consider representations of the petitioner dated on 28.12.2022. The petitioner seeks a direction to the 1st respondent to direct the 2nd respondent to give approval for convening the Zonal Council Meeting.
2. According to the petitioner, he is the Chairman of Zone-3, Sembakkam Zone, Tambaram Corporation. He states that last Zonal Council 2/6
Meeting was held on 30.09.2022 and thereafter, no Zonal Council Meeting has been conducted. The petitioner, though approached the respondents 1 to 3 several times for finalization of agenda for convening the Zonal Council Meeting, till date no steps have been taken to convene the Zonal Council Meeting. Therefore, the petitioner submitted a representation dated 04.02.2023 to the Manager, Zone-3, Sembakkam Zone, Tambaram Corporation seeking intervention of convening the Zonal Council Meeting.
3. The main grievance of the petitioner in the writ petition is in spite of several representations made by the petitioner, the Zonal Council Meeting for Zone-3, Sembakkam Zone, Tambaram Corporation has not been convened by the 1st respondent.
4. It is seen from the representation included in the typed set of papers that the representations were given to the Chief Secretary of the Government and the Manager of Zone-3, Sembakkam Zone, Tambaram Corporation. But, none of the representation has been given to the competent authority namely the 1st respondent. Therefore, the petitioner is directed to submit a fresh 3/6
representation to the 1st respondent seeking his intervention for convening the Zonal Council Meeting of Zone-3, Sembakkam Zone, Tambaram Corporation within a period of two weeks from the date of receipt of a copy of this order. If any such representation is made by the petitioner, the same shall be considered and final orders shall be passed by the 1st respondent within a period of four weeks thereafter.
