Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus, directing the Respondents 4 and 5 to make it mandatory the use of Fly Ash Bricks / Fly Ash based building materials in all the Construction activities and to ensure such compliance while issuing completion certificates, in respect of all construction activities within their territorial limits in terms of sub-paragraph No.(1A) and (1B) of Paragraph No.3 of the Notification in S.O.No.763(E), Ministry of Environment & Forests, GOI, as amended by Amendment Notification in S.O.No.979(E) dated 27.08.2003 and Amendment Notification in S.O.No.2804(E) dated 03.11.2009, exercising the powers conferred by sub-section (1) read with clause (V) of sub-section (2) of Section 3 and Section 5 of the Environment (Protection) Act, 1986 (Central Act No.29 of 1986) and also directing the respondent 2 to monitor due compliance of the above as per Clause (1E) of the above notification.
