This writ petition has been filed for direction to the second respondent to regularise the petitioner's service as Watchman in the third respondent Office.

The petitioner was selected as Watchman on temporary basis for the third respondent office. He was working as Night Watchman and received consolidated salary. Therefore, he is claiming regularisation of his service as per GO.Ms.No.22, P&AR Department dated 28.02.2006. 3.

On perusal of the counter affidavit filed by the respondents, revealed that as per GO.Ms.No.22, P&AR Department dated 28.02.2006, the services of the daily wages personnels who have completed 10 years and more as on 01.01.2006 may be regularised by the respective Departments. As far as the petitioner, he has not fullfilled the conditions laid down in the Government order. During his service, he stayed away from his duties twice which caused break up of his service and he has not completed 10 years of continuous service. Therefore, he is not entitled for benefit under GO.Ms.No.22, P&AR Department dated 28.02.2006. 2/4

Therefore, the prayer sought for in this writ petition cannot be considered. 4.

Accordingly, this writ petition is dismissed. There shall be no order as to costs.
