Prayer: Writ petition filed under Article 226 of the Constitution of India, seeking to issue a Writ of Certiorarified Mandamus, to call for the records of the proceedings in Thi.Ka.Ma.Na.Ka No.A9/776/2002 dated 28.02.2006 issued by the 2nd respondent and quash the same and consequential direction, directing the 1st respondent to regularise the service of the petitioner from the date on 14.10.2002 with retrospective effect on which the petitioner completed the three years of consolidated service and to pay all the consequential service and monetary benefits.
