The affidavit now filed seems to suggest an about turn. We say so as M/s.Landtech Engineers Private Limited which is stated to be experienced in designing the roads has been engaged to design the drawing of the roads as agreed upon in the meeting that was held on 03.03.2016 and based on the experience stated to have been gained during the designing and execution of the roads, it is now proposed once again that there will be only black topping with duct provisions. Better technology is stated to extend the life of the bituminous roads upto 10 years, though it cannot be disputed that the life of the concrete road is much more.

2. We consider it appropriate to have the presence of the technological expert of M/s.Landtech Engineers Private Limited as well as the Director of Highways Research Station, Guindy, Chennai-32 in Court on the next date of hearing to explain the position to us.

3. At this stage, it is suggested that the opinion of the IIT experts may also be obtained. We feel that can be the another input and the Corporation may do the needful.
