Respondents Writ Petition filed under Article 226 of the Constitution of India seeking issuance of a Writ of Mandamus directing the respondents to consider the petitioner's representation dated 09.12.2024 in accordance with law to issue the requisite No Objection Certificate (NOC) at the earliest and facilitate the registration of the sale deed in the petitioner's favor without further delay.

This writ petition has been filed seeeking issuance of a writ of mandamus directing the respondents, particularly, the second respondent to consider the representation made by the petitioner on 09.12.2024 wherein the petitioner is seeking for 'No Objection Certificate' in order to enable the petitioner to present the sale deed for registration.
2. Heard Mr.D.Mario Johnson, learned counsel for petitioner and Mr.U.Baranidharan, learned Special Government Pleader appearing for respondents.
3. The petitioner belongs to Schedule Caste Community and he entered into a sale agreement with one R.Dhanalakshmi, who also belongs to the same community. A sale deed was executed in favour of the petitioner and it was presented before the third respondent. The third respondent refused to entertain the sale deed through a refusal check slip dated 11.11.2024 by stating that the parties must get a 'No Objection Certificate' from the concerned authority. Hence, the petitioner made a 2/4
representation in this regard to the respondents 1 and 2 on 09.12.2024. Since the same did not evoke any response, the present writ petition has been filed.
4. Taking into consideration the facts and circumstances of the case and based on the materials placed before this Court, there shall be a direction to the second respondent to deal with the representation dated 09.12.2024 on its own merits and in accordance with law and take a decision within a period of four (4) weeks from the date of receipt of a copy of this order.
This writ petition is disposed of with the above direction. No costs.
