Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the 2nd respondent to provide Electricity connection to the petitioner's hous in No.10/18, Gandhipuram 1st Street, Kannamapet, Chennai - 600 017, in a time bound manner.

ORDER

The writ petition has been filed in the nature of Mandamus, seeking a direction to the second respondent/the Assistant Executive Engineer, Tamil Nadu Generation and Distribution Corporation, T.Nagar, Chennai, to provide Electricity connection to the house of the petitioner at No.10/18, Gandhipuram 1st Street, Kannamapet, Chennai - 600 017.

2. In the affidavit, it had been stated that the petitioner is residing in the said property for a considerable number of years. It originally belonged to her mother-in-law, who had purchased the same through an unregistered Sale Deed. It is stated that the property is in a narrow slum area. The husband of the petitioner died on 20.10.2002. There were internal disputes among the family members and a suit was also filed before the City Civil Court, Chennai. However, the petitioner claims to still continue to reside in the said portion. She wants Electricity connection. She had given a representation but that may not be sufficient. The petitioner has to apply through online through proper procedure and while applying so, should also enclose documents relating to the possession / title or ownership.

Let whatever documents are available with the petitioner be filed along with online application and the second respondent may invite the petitioner, if there are further compliances is to be made and obtain clarification and then take a considered decision to grant or not to grant Electricity connection. Whenever she applies through online, and the same is received by the second respondent, from that date onwards within a period of four weeks, a decision must be taken by the second respondent.
