22.06.1998 issued to respondent 4 K.Radhakrishnan as Loan Inspector Grade I (adhoc) as illegal and contrary to Recruitment Rules published in Supplement to Government of Pondy Gazette No.46 dated 14.11.1989 and consequently direct the 2nd and 3rd respondent to consider and promote the petitioner as Loan Inspector Grade-I with effect from 04.12.1997 (the date the petitioner's junior viz., K,.Radhakrishnan, 4th Respondent was promoted), pay the consequential and other attendant benefits till the regular process of promotion based on the Recruitment rules are made.
