Writ Petition filed under Article 226 of Constitution of India, praying to issue a Writ of Mandamus, directing the respondents to initiate appropriate legal proceedings on the application made by the petitioner on 18.02.2021 seeking for change of patta for the properties bearing house site Plots No.3 and 4, Amman Nagar Layout, comprised in S.No.2/2, measuring an extent of 1800 sq.ft each and situated at No.2, Vandalur Village, Chengalpattu District, presently Vandalur Taluk, Kancheepuram District presently Chengalpattu District lying with the registration sub District of Guduvancherry and lying in the Registration District of South Chennai. Mr.T.Arun Kumar, learned Additional Government Pleader accepts notice for the respondents. With the consent of both the parties, this Writ Petition is taken up for final disposal at the admission stage itself. Pg.Nos.2/6

This writ petition has been filed seeking for issuance of a writ of mandamus, directing the respondents to initiate appropriate legal proceedings on the application made by the petitioner on 18.02.2021, in and by which, the petitioner sought to change of patta for the properties bearing house site Plots No.3 and 4, Amman Nagar Layout, comprised in S.No.2/2 measuring an extent of 1800 sq.ft each and situated at No.2, Vandalur Village, Chengalpattu District.
3. The main grievance of the petitioner is that even though he has made an application to the fourth respondent on 18.02.2021 and a reminder dated 27.09.2021, till date, the fourth respondent has not taken any action on the said applications.
4. Heard both sides and perused the materials available on record.
5. Since this writ petition is filed for Mandamus simpliciter, to direct the respondents to consider the application of the petitioner, this Court, without expressing any view or opinion with regard to the merits of the Pg.Nos.3/6
case, directs the fourth respondent to consider the application of the petitioner dated 18.02.2021 and pass appropriate orders on merits and in accordance with, after giving due opportunity of hearing to the petitioner as well as the interested parties/rival claimants/aggrieved parties/objectors/ adjacent owners if any, as the case may be, if no orders is passed till date. Such exercise shall be completed within a period of six weeks from the date of receipt of a copy of this order.
5. With the above directions, the writ petition stands disposed of. There shall be no order as to costs. Consequently, connected miscellaneous petition is closed.
