In view of what we have observed in paragraph-3 of our order dated 16.10.2015, learned counsel for the Government of Puducherry still makes a oral request for extension of time till 31.12.2015. We make it clear that unless the Central Government issue necessary order to carve out exception from the Rule by that date, the Cars shall not be put on road from 01.01.2016.
