[Order of the Court was made by P.N.PRAKASH, J.] Alleging non-compliance of the order dated 25.06.2018 passed by this Court in W.P.No.15403 of 2018, the writ petitioner has filed this contempt petition.

2. Heard Mr.N.Palanisamy, learned counsel for the petitioner and Mr.S.John J Raja Singh, learned Additional Government Pleader appearing for the respondent.
3. Today, Mr.A.V.Shanmugha Sundaram, P.A. to the Revenue Divisional Officer, Ranipet, is present before this Court.
4. It is the grievance of the petitioner that the respondent has not complied with the directions issued by this Court in W.P.No.15403 of 2018 dated 25.06.2018. It may be pertinent to extract the directions that were issued by this Court in W.P.No.15403 of 2018, which is as under : "7. Considering the fact that the petitioner's application praying for issuance of Community Certificate dated 14.06.
2016 is pending for passing necessary orders by the respondent and this Court, taking note of a prime fact that till date, no orders have been passed by the respondent on the application of the petitioner, at this stage, this Court, simpliciter deems it fit and proper in directing the respondent/the Revenue Divisional Officer, Ranipet, Vellore District, to pass necessary orders, based on the application of the petitioner, seeking for issuance of Community Certificate to the effect that he belongs to 'kurumans' (ST) Community, within a period of six weeks from the date of receipt of copy of this order.
It cannot be gainsaid that the respondent shall pass final orders in the subject matter in issue in a free, fair, just, unbiased and in a dispassionate manner, of course, after providing necessary opportunity to the petitioner by adhering to the Principles of Natural Justice.
With the above observations/directions, the writ petition is disposed of. No costs."
5. On instructions, Mr.S.John J Raja Singh, learned Additional Government Pleader submitted that the order has been complied with, 2/3
inasmuch as the Revenue Divisional Officer, Ranipet, has considered the petitioner's application dated 14.06.2016 and has passed final orders in Na.Ka.A5/5596/2016 dated 14.12.2021, rejecting the same. A copy of the said order dated 14.12.2021, has been served on the learned counsel for the petitioner on 23.12.2021, as could be seen from the endorsement thereon, which also has been confirmed by the learned counsel for the petitioner. Since there has been substantial compliance with the aforesaid direction of this Court, nothing survives in this petition and accordingly, closed, with liberty to the petitioner to work out his remedies in the manner known to law, if he is aggrieved by the order dated 14.12.2021.
