Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorari, calling for the records of the first respondent in proceedings No.PU/Aw-3/32/PAJANCOA & RI/ 2015-16/34 dated 18.06.2015 granting Provisional Affiliation to the fourth respondent institution PAJANCOA & RI for the year 2015-16 and to quash the same as being illegal and unsustainable in law. O R D E R

The order dated 18.06.2015 passed by the first respondent-Registrar, Pondicherry University, granting provisional affiliation for UG/PG Courses for the academic year 2015-2016, is under challenge in the present writ petition.

2. The petitioner was working as an Associate Professor in the Department of Agricultural Economics and Extension in the third respondent-Institution. The petitioner was appointed as an Assistant Professor and he is challenging the order passed by the first respondent-Registrar, Pondicherry University, granting provisional affiliation for UG/PG Courses for the academic year 2015-2016 to Pandit Jawaharlal Nehru College of Agricultural and Research Institute, Karaikkal.

This Court is of the considered opinion that the impugned order reveals that the provisional affiliation was granted for the academic year 2015-2016 alone and the validity of the provisional affiliation was expired. However, the petitioner is an Associate Professor working in the Department of Agricultural Economics and Extension in the third respondent Institution. Therefore, the petitioner cannot be construed as an aggrieved person with reference to the grant of provisional affiliation for PG/UG Courses to the fourth respondent-College of Agricultural and Research Institute.

When a person who is approaching the Court is unable to establish his locus standi, then no writ needs to be entertained. When the petitioner could not establish any of his right for the purpose of considering the relief and the

petitioner is admittedly, working as a Professor and the affiliation of Courses would not fall under the service conditions of the petitioner. Thus, the petitioner is not an aggrieved person and accordingly, the writ petition cannot be entertained. Consequently, the writ petition stands dismissed.
