Respondents Writ Petition is filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to constitute a peace committee in Rangappanoor Village, Sangarapuram Taluk to authorize the leadership of "Naatu Gounder Pedigree" for conducting Arulmigu Sri Subramanyar Thirukovil Temple Celebrations on the basis of the representations dated 26.02.2022 and 05.03.2022 and further directing the respondents to pass orders that the Temple celebrations in the Village of Rangappanoor be kept in abeyance till the peace committee. O R D E R

The Writ Petition has been filed to direct the first respondent to constitute a Peace Committee in Rangappanoor Village, Sangarapuram Taluk to authorize the leadership of "Naatu Gounder Pedigree" for conducting Arulmigu Sri Subramanyar Thirukovil Temple Celebrations on the basis of the representations dated 26.02.2022 and 05.03.2022 made by the petitioner.

2. The case of the petitioner is that he is a resident of Rangappanoor Village. In the said Village, for more than 60 years people belonging to the particular Community used to conduct all the spiritual celebrations for the said Temple situated in his Village. While that being so, the said community people started preparations to celebrate 'Panguni Uthiram' to be held on 18.03.2022. Further, the sixth respondent stated that the said festival will be celebrated under his leadership and guidance only. Therefore, the petitioner submitted the said representations to conduct the Peace Committee Meeting. However, it is seen from the records that except the said representations submitted by the petitioner to the first to fourth respondents, there was no complaint lodged by the petitioner to show that there was law and order issue in respect of celebrating 'Panguni Uthiram' festival.

3. On a perusal of the Miscellaneous Petition in W.M.P.No.12358 of 2022, it reveals that as directed by this Court, no Peace Committee Meeting was conducted by the fourth and fifth Respondents. Further, it reveals that the said Temple is situated at Rangappanoor Village, 3/6

Sangarapuram Taluk and being celebrated by all community people. If the fourth and fifth respondents conduct any Peace Committee Meeting between one community people, it will effect the other community people to celebrate the festival in the said Temple. Therefore, the direction sought for in this Writ Petition cannot be granted and the Writ Petition is devoid of merits.

4. In the result, the Writ Petition is dismissed. However, if the petitioner claims any specific right over the said Temple, the petitioner is at liberty to approach the concerned Civil Court for appropriate relief in the manner known to law. Consequently, the connected Miscellaneous Petition is closed. No costs.
