This writ petition has been filed for direction to the first respondent to issue No Objection Certificate to the petitioner so as to enable him to produce the same before the Tamilnadu Public Service Commission for getting appointment of Assistant Geologist in the Department of Geology and Mines of Public Works Department (Ground Water Division) and relieve the petitioner from the second respondent institute.
