ORDER
The writ petition has been filed seeking a mandamus to the respondents 1,2 and 6 to consider and dispose of the petitioner's representations dated 07.10.2025 and 01.10.206 within a time fixed by this Court.
2. The petitioner-Society is formed for the welfare of the Mutharaiyar Community and its sub-sects namely Ambalakarar, Valaiyar, Muthuraja, Muthiriyar, Servai etc., The community is spread all over Tamil Nadu and each sect is classified and treated differently in various areas / districts. The said fact is evidenced from the Makkal Saasanam 2025-2026 (People's Charter) issued by the fourth respondent. The petitioner would submit that the variation in classification of the members of Mutharaiyar Community as Most Backward Classes in certain Districts had led to various repercussions, denying them the welfare schemes and concessions provided to the De-notified Caste and Denotified Tribes by the State and Central Government. Therefore, the petitioner has submitted a representation dated 07.10.
2025 to the respondents requesting to cancel the MBC certificates wrongly issued to its sect members of Ambalakararar and Valaiyar in certain Districts and to issue De-Notified Castes and De-Notified Tribes certificates. Since no action was taken on the said representation, the petitioner had one again submitted a follow-up representation on 01.01.2026. Despite the repeated reminders and personal meetings with the officials, the respondents have failed to act on the petitioner's representations, hence, the petitioner is before this Court.
3. Heard the learned counsel for the petitioner and Mr.V.Jeevagiridharan, learned Additional Government Pleader appearing for respondents 1 to 7 and also perused the materials placed before this Court.
4. Considering the limited scope of prayer sought for in this writ petition is to issue a mandamus to the respondents 1, 2 and 6 to consider and dispose of the petitioner's representations dated 07.10.2025 and 01.01.2026, this Court directs the petitioner-Society to submit a fresh representation to respondents 1 and 2 forthwith, and within a period of 12 weeks therefrom, the respondents concerned shall pass orders by taking note of the People Charter issued by the fourth respondent.
