The writ of mandamus has been instituted to direct the respondents 1st and 2nd Respondent to conduct the awards to Outstanding Youth Clubs (AOYC) National Level 2019-2020 within a time stipulated by this Honourable Court.
2. The petitioner is A.P.J.Abdul Kalam Eligner Podhu Nala Sangam. The grievances of the writ petitioner is that awards to outstanding youth clubs at District, State and National level, as declared by the Ministry of Youth Affairs and Sports Government of India, has not been issued for several years.

In this context, the petitioner submitted an application under the Right To Information Act and the reply provided to the writ petitioner reveals that the delay in selection of best three youth clubs at National Level, after 2012-13, was due to the process for re-composition of Selection Committee at National Level was delayed. Further it is stated that the process for selection of NYKS National Level Youth Club Award has been taken up by the Ministry now. At the outset, it is stated in the reply that actions are initiated to commence the process of selection as per the guidelines issued for awards to Outstanding Youth Clubs at District, State and National level.
4. Such awards, granted to encourage the youth associations, cannot be claimed as an absolute right. Awards are granted as a policy by the Government to encourage the youths to involve themselves in social activities and for self improvement. Therefore, the awards cannot be demanded but to be conferred by the Government, recognising the good works done by these Associations.
5. No doubt, the Government issued guidelines. They expressed certain difficulties in forming a Committee. Therefore, the petitioner has 3/6
to wait for the decision of the Government of India to commence the selection process by following the guidelines issued for awards to the Outstanding Youth Clubs for District, State and National level.
6. Therefore, the relief as such sought for cannot be granted. However, the petitioner has to wait for the decision of the Government of India for the purpose of submitting their credentials to consider their case.
7. With these observations, the writ petition stands disposed of . However, there shall be no order as to costs. 05.04.2024 Index : Yes Speaking Order (sha) 4/6
