The Petitioner in the Writ Petition has been described as 'Chinnama Nayakan Palayam Village represented by Thiraviam', which is not a legal entity entitled to sue or file any Writ Petition.

In such circumstances, Learned Counsel appearing for the Petitioner seeks permission of the Court to withdraw the Writ Petition reserving the rights of the said Thiraviam to file Public Interest Litigation for the said relief sought, and he has made an endorsement to that effect in the court record. In the result, the Writ Petition is dismissed as withdrawn with the aforesaid clarification. Consequently, the connected Miscellaneous Petition is closed. No costs.
