Respondent Writ Petition is filed under Article 226 of the Constitution of India praying for issuance of a Writ of Mandamus directing the Respondent to receive the petitioner's application for registration of a Motor Vehicle in Form 20 with its connected records and to consider the same for the registration of the petitioner's ''Mahindra - 575 - D1'' Diesel Tractor bearing Engine No.NA BOG2528 chassis No.NABOG 2528.

The petitioner though purchased a tractor in 2012 from a dealer in Dharmapuri, failed to register the same and when he approached the authorities recently, the authorities have rightly refused to register the vehicle. It is not known as to why the dealer of the tractor released the vehicle without the registration certificate. Therefore, he also has to be proceeded against.

In any event, this Court is not deciding the petitioner's entitlement at this juncture and while declining to the relief sought for, granted liberty to the petitioner to submit a representation to the respondent and if the same is submitted, the respondent is to deal with the same in accordance with law and pass speaking order and communicate the same to the petitioner within a period of six weeks from the date of receipt of a copy of this order. Till the petitioner registers the vehicle, he shall not operate the vehicle.

With the above direction, the Writ Petition is dismissed. No costs.
