CORAM

THE HONOURABLE MR. JUSTICE T.S.SIVAGNANAM CONTP. NO.1120 OF 2016 T.Velulsamy [PETITIONER] Vs G.Govindaraj, I.A.S., The District Collector Chennai District Chennai 1.

[RESPONDENT] PRAYER : Petition filed under section 11 of the Contempt of Courts Act, to punish the Contemnor/Respondent for having committed Contempt of Court by not obeying the Orders of this Court even after a lapse of one year from the date of Order i.e. on 20.01.2015.

For Petitioner : Mr.S.Natana Rajan For Respondent : Mr.J.Bala Gopal Addl.Govt. Pleader

O R D E R

This contempt petition has been filed against the noncompliance of the order and direction issued by this Court in W.P.No.33756 of 2013 dated 20.01.2015.

By the said

order, the respondent/ Contemnor was directed to consider the petitioner's Appeal Petition dated 20.06.2009, after issuing notice to the petitioner as well as to one Mr.A.Anthony and all other persons who are likely to be aggrieved.

2.However, this Court did not fix any time limit and directed the respondent/contemnor to pass orders as expeditiously as possible. It appears that since no time limit was fixed, the entire matter was kept in cold storage. But, this should not happen, though this Court is conscious of the fact that the District Collector would have multifarious activities, but, merely because the Court did not fix a time limit, it does not mean that the matter should not receive any attention by the first respondent. Though the petitioner is said to have appeared on 23.04.2015 and 08.07.2015 and has also given oral statement, there has been no further progress in the matter.

3.Therefore, there will be a direction to the respondent/ contemnor to comply with the earlier direction and after hearing all the parties, pass final orders, on

merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order. The Contempt Petition is accordingly closed. rpa SD/- DEPUTY REGISTRAR(OS) //Certified to be true copy// Dated at Madras this the day of 2015. COURT OFFICER(O.S.) From 25th Day of September 2008 the Registry is issuing certified copies of the Orders/Judgments/Decrees in this format.
