Respondents Prayer: Writ Petition is filed under Article 226 of the Constitution of India, praying for issuance of a Writ of Mandamus, directing the Respondents 1 to 3 to give an opportunity of personal hearing to the petitioner and consider and pass orders on Petitioner's representations 17.02.2022 by

taking appropriate action against the Block Manager who has been illegally creating self-help groups in violation of the practice in vogue for his own financial and political benefits, within a time limit to be stipulated by this Court.

O R D E R

This Writ Petition is filed for a direction to the respondents 1 to 3 to give an opportunity of personal hearing to the petitioner and consider and pass orders on the petitioner's representation dated 17.02.2022, within a time limit to be stipulated by this Court.

2.By consent of the learned counsel appearing for the petitioner, learned Special Government Pleader appearing for the respondents 1, 2 & 4, learned Government Advocate appearing for the 3rd respondent as well as the learned Additional Government Pleader appearing for the 5th respondent, this Writ Petition is taken up for final disposal at the admission stage itself. 3.According to the petitioner, he is the Secretary of the Sadhakuppam Panchayat Level Federation (PLF) for Women, which is a society registered under the Tamil Nadu Registration of Societies Act, 1975 with Registration No.328/2010. The said PLF formed various self-help groups and are uplifting the downtrodden women. Further, 'Manimegalai' award was given to the petitioner for the year 2013-2014 and 2016-2017 by the then Chief Minister of Tamil Nadu.

While so, the 6th respondent in order to misappropriate the funds sanctioned by the Government for Magalir Suya Udhavi Thittam, tried to dissolve the PLF and form a new PLF. The members of PLF, in which the petitioner is the Secretary, did not agree for the same. Therefore, the 6th respondent is illegally forming a self-help group to misappropriate the amounts for his personal use. In such circumstances, the petitioner has given representation to the respondents 1, 3 to 5 dated 17.02.2022. Since, no action is taken on the said representation against the 6th respondent, the petitioner has come out with the present Writ Petition.

4.Considering the serious allegations made against the 6th respondent, an enquiry has to be conducted to find out whether the said allegations are true or not.

5.For the above said reasons, the 4th respondent is directed to conduct an enquiry based on the representation given by the petitioner and pass orders on merits, after giving opportunity to the petitioner and 6th respondent, within a period of four weeks from the date of receipt of a copy of this order. 6.With the above directions, the Writ Petition is disposed of. Consequently the connected Miscellaneous Petition is closed. No costs.
