: Respondents Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Declaration declaring Rule 3 of the Tamil Nadu Arunthathiyars (Special Reservation of seats in Educational Institutions including Private Educational Institutions and of appointments or posts in the services under the State within the Reservation for the Scheduled Castes) Rules, 2009, insofar as offering the first seat in the 16% of seats officered to the Arunthathiyars within the seats reserved for the Scheduled Castes for admission into Educational Institutions including the Private Educational Institutions and of appointments or posts in the services under the State as null and void and consequently declare G.O.Ms.No.65 Personnel & Administrative Reforms (K) Department dated 27.5.09 issued by the second respondent insofar as placing Arunthathiyars in Sl.No.2 of the

Axxexure as null and void.
