The learned counsel for the respondent would submit that disciplinary actions are proposed to be initiated and show-cause notices have been issued to the officials who dealt with the files during the relevant point of time and committed dereliction of duty in preferring an appeal within the prescribed time limit. In such matters where huge financial implications of the State's Ex-Chequer have been involved, the official collusion and delay in filing the appeal are to be reviewed seriously. An enquiry about involvement of the officials and the reasons for negligence and dereliction of duty are to be probed into by the competent authorities for the initiation of further disciplinary actions.

2. Since the respondents state that actions have already been initiated, they are bound to continue the same by following the procedures. Further, the delay in respect of the other appeal has already been condoned by this court and therefore, the delay of 498 days in filing the writ appeal is also condoned.
