ORDER
This Writ Petition is filed seeking to issue issue a Writ of Mandamus directing the respondents to consider and pass orders on the representation dated 20.03.2023 which except for being acknowledged on 24.03.2023 towards seeking transfer of patta in favour of the petitioner to the said property situate in Survey No.168/2 part to an extent of 1625 Sq.ft.at Keezhavadampokki Street, Sannapuram Village, Kumbakonam Taluk, Thanjavur District on merits and as per law within a time to be stipulated by this Court.
2. The learned counsel for the petitioner submitted that the petitioner made a representation dated 20.03.2023 to the respondents seeking transfer of Patta in his favour for the subject property and till now, the same has not been considered. Hence, the present Writ Petition is filed. 2/6
3. Mr.T.Arun Kumar, learned Additional Government Pleader takes notice for the respondents.
4. It is seen that the petitioner has not made online application as per the prevailing practice in the State. As per the prevailing procedure, the applications for transfer of Patta, issuance of Patta, issuance of Separate Patta and for Surveying the land, applications have to be made through online and the requisite fees have to be paid through e-Challan and only thereafter, the applications will be scrutinized and action would be taken by the revenue authorities.
5. Hence, the petitioner is directed to make an application through online and pay the requisite fee through e-Challan if already not made. On receipt of the online application, the 4th respondent shall consider the same if it is otherwise in order and pass orders on merits and in accordance with law after issuing notice and giving opportunity of hearing to the petitioner, adjacent land owners of the four boundaries of the subject property, 3/6
interested parties/rival claimants/objectors if any as the case may be, within the time as prescribed in the circular No.R1/2005632/2022 dated 17.07.2023 issued by the Commissioner of Land Administration.
