2. Heard the learned counsel for the petitioner.

Without going into the merits of the case, the second respondent is directed to pass orders on the representation of the petitioner dated 23.01.2015, relating to his permanency, on merits and in accordance with law and in the light of the order dated 07.04.2004 in WP. Nos.16254, 17290 and 17499 of 1999 within a period of eight weeks from the date of receipt of the copy of this order.
