Writ Petition filed under Article 226 of the Constitution praying to issue a Writ of Mandamus, directing the Regional Administrator/Deputy Collector Revenue, Yanam Region, Yanam, the second respondent herein to consider the representation dated 13.02.2025 of the petitioners for the programmes from 01.03.2025 to 21.03.2025 i.e., like Nadaswaram, Musical Bank and Skill Games with different chariots each day, during procession i.e., night hours, on specified streets and further in the last three days i.e., Ponna Vahanam (12.03.2025), Rathostavam (13.03.2025) and Chakra Tirtham (14.03.2025) during the festival days in Sri Rajarajeswari Ammavaru and Venkanna Babu Temple, Yanam, Pondicherry. O R D E R

This Writ Petition has been filed for directing the Regional Administrator/Deputy Collector Revenue, Yanam Region, Yanam, the second respondent herein, to consider the representation dated 13.02.2025 of the petitioners for the programmes from 01.03.2025 to 21.03.2025, i.e., like Nadaswaram, Musical Bank, and Skill Games with different chariots 2/6

each day, during the procession, i.e., night hours, on specified streets. Further, in the last three days, i.e., Ponna Vahanam (12.03.2025), Rathostavam (13.03.2025), and Chakra Tirtham (14.03.2025), during the festival days in Sri Rajarajeswari Ammavaru and Venkanna Babu Temple, Yanam, Pondicherry.

2. On receipt of the representation submitted by the petitioners seeking permission to conduct programmes from 01.03.2025 to 21.03.2025, the second respondent conducted a meeting in the presence of the Superintendent of Police, Executive Engineer PWD, Deputy Director (Health), Temple Administrative Officer, Fireman, Art & Culture Department, and other Utsavadars of Lord Vishnu Car festival, and recorded the said minutes.

3. On a perusal of the Minutes of Meeting in connection with the celebration of Vishnu Car Festival - 2025, dated 21.02.2025, it reveals that a specific direction was issued to all the departments, such as the Police Department, Public Works Department, and Yanam Municipality, Electricity 3/6

Department, Health Department, Fire Department, and Arts & Culture Department.

4. Accordingly, the request made by the petitioners was considered, and the Minutes were recorded. In view of the above, the second respondent is directed to communicate the Minutes of Meeting in connection with the celebration of Vishnu Car Festival - 2025, dated 21.02.2025, to the petitioners forthwith.

5. With the above directions, this Writ Petition is disposed of. No costs.
