O R D E R
The Writ Petition has been filed challenging the proceedings of the 2nd respondent dated 17.02.2025 and for a direction to the respondents to give adequate Police Protection to conduct the Jallikattu festival and other culture programme in the petitioner's Village on 05.03.2025 at 08.00 A.M. to 04.00 P.M. at Mettu Street, Kalambur Village, Polur Taluk, Thiruvannamalai District.
2.The learned counsel appearing for the petitioner submitted that in order to conduct the Jallikattu festival at Kalambur Village, Polur Taluk, Tiruvannamalai District, on 05.03.2025 at 08.00 A.M. to 04.00P.M., the petitioner has sent a representation dated 25.01.2025 to the respondents. The 2nd respondent rejected the representation of the petitioner dated 25.01.2025 by way of the impugned order dated 17.02.2025. Challenging the same, the present writ petition has been filed.

3.The learned Government Advocate (Crl.side) appearing for the respondents submitted that the petitioner may be permitted for conducting the Jallikattu festival and other culture programme in his village without causing any disturbance to the general public. 4.Heard the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing for the respondents. 5.It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the impugned order dated 17.02.2025 of the 2nd respondent is quashed. The respondent Police are directed to consider the representation of the petitioner, dated 25.01.2025 and pass suitable orders based on the above said circular.

6.With the above directions, this Writ Petition is allowed. No costs.
