Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus, calling for the records of the 2nd respondent relating to the impugned order of rejection of the petitioner's Technical Bid dated 20.02.2024, quash the same in respect of the petitioner alone (S.No.20) and consequently, direct the 2nd respondent to accept the petitioner Technical Bid pursuant to the e-tender notification dated 06.01.2024.

ORDER

The order of rejection of the petitioner's on Technical Bid dated 20.12.2024 is sought to be quashed.

2.Mr.P.Chandrasekaran, learned counsel for the petitioner would submit that the defect identified can be rectified, however, this Court is of the opinion that the terms and conditions are to be scrupulously followed. There cannot be any action by the Authorities beyond the terms and

conditions stipulated. All the applications are to be considered strictly in accordance with the procedure as contemplated and there cannot be any favouritism or nepotism in the matter of dealing with the applications and therefore, the respondents are directed to scrutinise all the applications uniformly by following the procedures as contemplated and complete the process as directed by this Court in W.P.No.5178 of 2024. Accordingly, this Writ Petition is disposed of. No costs.
