Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Declaration, declaring that the impugned amendment to Rule 12 of the Tamil Nadu Right of Children to Free and Compulsory Education Rules, 2011 issued vide G.O.Ms.No.144 School Education (GE) dated

18.09.2014 and published in Tamil Nadu Government Gazette Extraordinary No.192 dated 19.09.2014 and consequential proceeding bearing No.Ka.No.7419/A2/2014 dated 25.11.2014 issued by the 5th respondent are illegal, unconstitutional and ultra vires the provisions of the Central Act No.35 of 2009.
