The learned counsel for the appellant would submit that he has got a very good case and that only upon the reasons stated in the affidavit, he was not in a position to appear before the Court. When the matter was listed on 09.02.2023, this Court directed to issue a paper publication to the respondents 1 to 3 and despite their names printed, no one is appeared on behalf of the respondents 1 to 3. In respect of 4th respondent, there is no representation on behalf of the 4th respondent. Hence, having submission made by the learned counsel for the petitioner, this Court deems it appropriate to allow this appeal.
