ORDER

This Court, vide order dated 11.03.2026, passed the following direction:

"5. In view of the same, the first respondent is directed to transfer all the papers in connection with the enquiry conducted so far to the Assistant Commissioner of Police, Ambattur. The Assistant Commissioner of Police, Ambattur is directed to cast an enquiry with the petitioner as well as the private respondents 2 to 6 and to take appropriate steps in this regard and to report about the same within a period of four weeks from today.

6. Call the matter on 08.04.2026."

2. Pursuant to the order dated 11.03.2026 passed by this Court, the Assistant Commissioner of Police, Ambattur, conducted enquiry and submitted a report dated 02.04.2026. The said report is hereby taken on record. In the report, it is stated that a vacant land to the extent of 400 sq.ft., situated at Pattaravakkam Mariyamman Kovil Street, adjacent to the ration shop, is classified as Government Poromboke land (Kalathumedu). It is further observed that the petitioner, who resides adjacent to the said land, had been using the said land for tethering his cattle, which was objected to by the counter-claimant, Rukumani. The report also indicates that, about three years ago, a Public Service Association installed a Board in the said land in the name of

"Puratchiyalar Dr.B.R.Ambedkar Narpani Mandram", and subsequently dispute arose between two groups regarding the usage of the land and also stated that the steps have taken for construction of a library in the said land. As the land is Government property, there exist rival claims between the parties.

Further, it is noted that the Assistant Commissioner of Police, Ambattur had advised both parties to approach the appropriate Revenue Authorities or the competent Civil Court to establish their respective rights over the property. It is also reported that necessary steps have been taken to safeguard the Government land.
