Respondents PRAYER: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the Respondents to treat the Petitioner's two-year compulsory bond period as completed and to consequently direct the 6th Respondent to return the Petitioner's original certificates and documents collected by the 6th Respondent while admitting the Petitioner to the super speciality degree course along with his super speciality degree certificate. Read this order in conjunction with and in continuation of order dated 11.03.2024 that reads as follows:

'The petitioners are at liberty to make a representation forthwith before the concerned authority, who, upon receipt of the same, will consider and pass orders in accordance with the Government Orders passed and in accordance with law, prior to the next date of hearing.

2.Mr.Tippu Sultan, learned Government Advocate appearing for the respondents and assisted by Dr.C.S.Sripriya, Deputy Director of Medical Education & Research, Chennai produces a communication dated 27.03.2024 from the Dean, Government Stanley Medical College where the petitioner has undergone the Super Speciality course, to the effect that the covid duty of the petitioner has been verified and that the original certificates deposited by him could be collected back from the college office. It is for the petitioner to now approach the Dean, Government Stanley Medical College, Chennai and obtain the certificates.

3.As far as the procedure for being relieved from bond is concerned, the Court is given to understand that the process for relieving a candidate from bond will be initiated by the Dean, Government Stanley Medical College, Chennai. The communication to aforesaid effect will be channelled through the office of the Directorate of Medical Education to the Director of Public Health and Preventive Medicine, who is the posting authority. 4.The Director of Public Health and Preventive Medicine will issue the relieving order and forward the same to both the Dean, Government Stanley Medical College, Chennai and the candidate concerned. This process should be completed, in all cases, within 15 working days from the date when the student collects the certificates from the Dean, as per paragraph 2 above. 3 / 6

5.Recording the aforesaid, procedure which shall be followed in all similar cases as well, this writ petition stands closed. No costs. Connected miscellaneous petition is also closed.
