Respondents Writ Petition is filed under Article 226 of the Constitution of India to issue a writ of Certiorarified Mandamus, calling for the records pertaining to the direct recruitment notification No.03/2021, dated 18.02.2021 issued by the 3rd respondent and quash the same and consequently direct the respondent to issue afresh notification to call for candidates in the ratio of 1:5 in each communal rotation category at level I, II & III of the recruitment process and grant 10 additional marks for

M.E.degree holders at the final stage of the recruitment process and proceed with recruitment and appointment for the posts of Assistant Engineer (Civil) as per the above said recruitment notification. For Petitioner :
