Mr.A.Selvendran, learned Special Government Pleader accepts notice for the respondents. With the consent of both the parties, this writ petition is taken up for final disposal at the admission stage itself.

2. The petitioner has given an online application to the respondents on 06.10.2023, seeking to issue Patta in his favour in respect of the property measuring an extent of 0.33 acres in Survey No.160/16 situated at Thiruvidanthai Village, Kovalam, Kanchipuram now Chengalpattu District. Since there was no response from the respondents till date, the present writ petition has been filed.

3. Heard both sides and perused the materials available on record.

4. Since this writ petition is filed for Mandamus simpliciter, to direct the second respondent to consider the application of the petitioner, this Court, without expressing any view or opinion with regard to the merits of Pg.Nos.2/5

the case, directs the second respondent to consider the application of the petitioner dated 06.10.2023 and pass appropriate orders on merits and in accordance with law, after giving due opportunity of hearing to the petitioner as well as rival claimants/interested parties/objectors/aggrieved parties/adjacent owners if any, as the case may be. Such exercise shall be completed within the stipulated time as stated in Circular No.R1/2005632/2022, dated 17.07.2023 issued by the Commissioner of Land Administration.
