"2.The petitioners seek for a direction to the 1st respondent to pass order within the time stipulated on his appeal petition which is now pending enquiry before the 2nd respondent. In this regard, reference has been made to the proceedings of the Revenue Divisional Officer, Chengalpattu in Na.Ka.No.1515/2014 dated 26.08.2014. Since the matter is already seized of by the 2nd respondent, there will be a direction to the first respondent to pass orders, based on the second respondent's order dated 18.09.2013 and 26.08.2014, after issuing notice to the petitioners as well as to the respondents 5 to 8 on merits and in accordance with law, as expeditiously as possible.
3.It is submitted by the learned Government Advocate that the respondent is ready to comply with the order and the only difficulty expressed is that the post of District Revenue Officer, Kanchipuram is lying vacant. In my view, merely because the post is lying vacant, all files cannot be kept pending.
4.Therefore, there will be a direction to place the entire records before the District Collector, Kanchipuram and the District Collector, Kancheepuram shall pass appropriate orders on merits and in accordance with law, taking note of the report submitted by the Revenue
