2. In light of the aforesaid, mandamus as sought for is issued. R3 is directed to hear the petitioner as well as any other parties relevant and necessary to decide the application of the petitioner, after issuing notice to them, and pass orders on the representation of the petitioner on merits and in accordance with law within a period of eight (8) weeks from today.
