Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India seeking a Writ of Mandamus, thereby, direct the 2nd respondent to issue the Work Site Visit Certificate to the petitioner to enable him to participate in the works issued vide Tender Notice Numbers S.W.D.C.No.B3/2542/2026 and S.W.D.C.No.B3/254-7/2026, dated 05.02.2026 and in the alternate to direct the 1st respondent to accept the tender documents to be uploaded by the petitioner without insisting the production of Work Site Visit Certificate from the 2nd respondent for the above said works. 1/4
For Petitioner : Ms.Athiniveda For Respondents : Mr.E.C.Ramesh, Standing Counsel COMMON ORDER This Writ Petition is filed for a mandamus directing the second respondent to issue Work Site Visit Certificate to the petitioner so as to enable him to participate in the works issued vide Tender Notices in S.W.D.C.No.B3/254-2/2026 and S.W.D.C.No.B3/254-7/2026, dated 05.02.2026.
2. When the matter is taken up for hearing, Mr.E.C.Ramesh, learned Standing Counsel, taking notice on behalf of the respondents, would submit that the Work Site Visit Certificate will be issued to the petitioner before 5.00 P.M today. Therefore, the learned Counsel for the petitioner is directed to instruct her client to immediately approach the office of the respondents and get Work Site Visit Certificate so that she can submit the tender.
3. In view of the submissions made and the direction given, recording the undertaking given by the learned Standing Counsel for the 2/4
