ORDER

The writ petition has been filed seeking to quash the E-tender notification issued by the 2nd respondent in File No.Z.O.X.C.No.E1/KKM/128/2026 for 6 works which was uploaded on 11.2.2026 and quash the same and direct the 2nd respondent or the respondents to issue fresh tender after following the procedure laid down under the Tamilnadu Transparency in Tenders Act and rules and add the login id of the petitioner namely Vetrikknagar at gmail.com in all the works within the time line to participate in the tender.

It is the case of the petitioner that he is a registered Class I Contractor of the Greater Chennai corporation and is authorised to submit tenders for works contracts called for by the Greater Chennai Corporation. The petitioner has registered itself as the Class I Contractor in the year 2022 and has also been doing several works for the Greater Chennai Corporation. The petitioner off late is not being permitted by the Greater Chennai Corporation to even participate in the process to submit bids for tenders called upon by the respondent. The respondent Corporation is holding such tenders as a limited tender with the option of submitting bids only by a select list of contractors as decided by them. Hence, the petitioner made a representation to the second respondent seeking permission of the second respondent to permit the petitioner to participate in such limited tenders on 03.09.2025, but then there has been no response. In

November 2025, for a tender called upon by the second respondent, the petitioner was unable to submit bids and it was again retained by the second respondent as a limited tender. The petitioner has again given a representation to the second respondent on 14.11.2025 to consider the case of the petitioner to participate in such limited tenders called upon by the second respondent also and there was no positive response from the second respondent. Hence, the petitioner has filed the writ petition in WP.No.46600 of 2025 and the same was duly allowed with a directions to the second respondent to consider the representations made by the petitioner within four weeks from the date of four weeks. Though such an order was passed and requests were made, the second respondent continues to issue notifications and locked for contractors such as the petitioner. Hence, the petitioner is now before this Court challenging the notification of the second respondent issued by the second respondent.

The learned counsel for the petitioner submitted that to participate in the tender, the petitioner's login ID must be accepted by the respondents and one then he can upload the application form and all other documents. But, unfortunately, the respondents had blocked the login ID of the petitioner.

4. The learned counsel for the respondents undertake that he will give necessary instructions for the login ID of the petitioner to be accepted by the respondents.

5 Recording the submission, the writ petition stands disposed of. No costs.
