PRAYER: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing 1st and 2nd respondent AICTE to correct the approval granted vide F.No.Southern/1-36960153811/2023/EOA dated 10.06.2023 for academic year 2023 - 24 with respect to approval of B.E.Computer Science and Engineering (Cyber Security) with an intake of 60 seats and M.E.Industrial Safety and Engineering with an intake of 12 seats under Indian Language Courses for 2023 - 24 to regular course (English Medium) and enable the portal to pay TER charges for the academic year 2024 - 25, 2025 - 26 and 2026 - 27 with respect to B.E.Computer Science and Engineering (Cyber Security Course) and pass such further or other orders as this Court may deem fit and proper in the facts and circumstances of this case. ORDER

Mr.B.Rabu Manohar, learned Senior Standing Counsel accepts notice for R1 and R2 and is armed with instructions to enable final disposal of this Writ Petition, even at the stage of admission. No notice is issued to R3, the Registrar, Anna University, as the petitioner submits that there is an urgency in having the Writ Petition disposed today itself.

2. The petitioner seeks a mandamus directing R1 and R2, being All India Council for Technical Education and its Member Secretary to correct the approval granted on 10.06.2024 for academic year 2023-24.

3. There are various factual assertions that have been made in the Writ Petition relating to certain errors that are crept into the application for the previous academic year, in respect of which the petitioner seeks correction.

4. Mandamus is issued to R2 to hear the petitioner as well as R3, Anna University and dispose representation dated 10.02.2024 in accordance with law and all prevailing Rules, Regulations and Guidelines.

5. Mr.Manohar would submit that there are certain conditions to be imposed upon the petitioner in considering the request in the representation.

6. It is made clear that there are no fetters that are placed upon R2 who may impose such conditions as per law for due compliance by the petitioner. Let this exercise be carried out within a period of four (4) weeks from today.
