Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying to issue a Writ of Certiorarified Mandamus, calling for the records connected with the orders of punishment passed by the second respondent vide his Proceedings No.2707/115/Utha4/2008-1 dated 26.04.2008 and the consequential order passed by the first respondent vide Proc.No.043227/1381/Admn.Div.2/U3/2008 dated 29.11.2008 rejecting the claim of the petitioner for promotion to the post of Foreman Gr.I quash both of the orders and also direct the respondent to promote the petitioner as 1/4

Foreman Gr.I, from the date on which his immediate junior was promoted as Foreman Gr.I and pay him the consequential monetary and other attendant benefits.
