The petitioner, who apprehends arrest for the alleged offences punishable under 420 of I.P.C in Crime No.50 of 2023, on the file of the respondent police, seeks anticipatory bail.

2. The case of the prosecution is that the petitioner is the Director of an fake Organization namely " The International Anti corruption and Human Right Council" and he hired the Vivekananda Auditorium in Anna University Guindy for giving award to various V.I.P's. Later it came to know that he had forged the signature of the retired High Court Judge and hired the said Auditorium and organised the function. The further case is that eminent persons were conferred with Honorary Doctorate Degrees on the stage viz., Anna University Name and Emblem were displayed giving an impression to the General Public that Anna University was also a part of the programme. Hence the complaint.

3.The learned counsel for the petitioner would submit that the petitioner is the part of the company and he has worked in the organization. He further submits that the said organization provides education to many downtrodden people and also encouraged many professional to excel in their field and have honoured them for achievement. That apart that the name and symbol of the Anna University have no role to play in the programme. Hence prays for grant of anticipatory bail to the petitioner. 4.The learned Government Advocate (Crl.Side) would submit that the petitioner itself is a 24 year old man and involving in these type of activities is a punishable offence. He further submits that the petitioner had forged the signature of the retired High Court Judge and took the auditorium for rent and conducted the function. Hence he vehemently opposed for grant of anticipatory bail to the petitioner.

5. Considering the facts and circumstances of the case and on seeing the gravity of offence committed by the petitioner, prima facie it reveals that the accused/Harish is running fake organisation and indulged in

conducting award function in the premises of the reputed institutions, hence it needs details investigation. The respondent police is directed to investigate under what authority he is running "The International Anti corruption and Human Right Council" and the activities of the said council ordered to be stalled until completion of the entire proceedings. 6.In view of the above, this Court is not inclined to grant anticipatory bail to the petitioner. Accordingly, the Criminal Original Petition is dismissed.
