Prayer: Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned order passed by the fourth respondent dated "Nil" pertaining to his Panguni Uthira festival Invitation of Arultharum Sri Periyanayagiyudanagiya Sri Karaikandeeswarar Temple, Kanchi, Thiruvannamalai District and quash the same and direct the respondent to conduct of the festival as per prevailing time honoured tradition by the petitioner.

This writ petition is filed challenging the Panguni Uthira Festival Invitation issued by the fourth respondent for celebrating Panguni Uthiram during April 2020.
2. When the writ petition is taken up for hearing, the learned counsel for the petitioner submitted that Panguni Uthira Festival of the year 2020 was 2/5
already over and hence, the prayer sought for herein has become infructuous.

The learned counsel appearing for the petitioner submits that he filed an original application in O.A.No.8 of 2009 seeking framing of scheme for administration of the temple called Arultharum Sri Periyanayagiyudanagiya Sri Karaikandeeswarar Temple, Kanchi, Thiruvannamalai District and the same is pending before the second respondent and therefore, the second respondent may be directed to dispose of the Original Application within time stipulated by this Court.
4. The learned Additional Government Pleader appearing for the respondents submitted that the second respondent will dispose of the original application within the time fixed by this Court.
5. It is seen from the averment contained in the affidavit, the original application was filed as early as 2009 and the same is till pending without any progress.
6. In view of the same, it is made clear that without going into the merits of the claim made by the petitioner, this Court is inclined to issue a 3/5
direction to the second respondent to dispose of the Original application in O.A.No.8 of 2009 and pass final orders, on own it's merits, within a period of six months from the date of receipt of a copy of this order.
