2. No representation for the petitioner. Though the learned counsel for the petitioner is not present, considering the limited scope of the prayer sought in this Writ Petition, without expressing any opinion on the merits of the petitioner's application or the case before this Court, this Court is inclined to dispose this Writ Petition with a direction to the respondent to consider the petitioner's application dated 20.09.2018. Accordingly, the second respondent is directed to consider the petitioner's application dated 20.09.2018, and dispose of the same on merits and in accordance with law after https://hcservices.ecourts.gov.in/hcservices/

holding an enquiry and affording sufficient opportunity to the petitioner as well as the persons who are interested, within a period of twelve weeks from the date of receipt of a copy of this order.

3. With the above direction, this Writ Petition is disposed of. No costs.
