Respondents PRAYER: Writ Petition is filed under Article 226 of Constitution of India praying to issue Writ of Mandamus directing the respondents to consider the petitioner's representation dated 18.11.2011 and thereby direct the respondents to provide suitable employment to the petitioner considering his educational qualification under the category of displaced land owners/land looser and by following the policy of one job for one family of whose lands were acquired by the Government for the benefit of the 3rd respondent BHEL. 1/4

This Writ Petition has been filed for direction directing the respondents to consider the petitioner's representation dated 18.11.2011. 2.
Heard, the learned counsel appearing for the respondents. There is no representation on behalf of the petitioner. Therefore, this Court is inclined to pass orders on merits.

A perusal of records shows that in order to establish Boiler Auxiliary Plant at Ranipet, the first and second respondents acquired 1389 acres of land in and around the Villages of Narasinghapuram, Mukundarayapuram, Sikkarajapuram and Vadakkai in Ranipet Taluk, Vellore District in the year 1980 vide G.O.Ms.No.1218 dated 26.08.1980. The said lands were acquired by them by G.O.Ms.No.87 dated 27.01.1981. As per the Government Order, the Government had promised job guarantee, atleast for one member from each family of the land losers under the above project. The petitioner failed to submit an application before the Screening Committee and filed this writ petition.
4. It is not even the case of the petitioner that he was not aware 2/4
of the order of the Division Bench dated 29.09.2010, wherein, it is stated that while issuing the notification calling for applications from the displaced land owners, the Screening Committee should make it clear that no more application would be received in respect of the acquisition made for BHEL as per G.O.Ms.No.87, dated 27.01.1981. Even after intimation by the Screening Committee of the cut-off date, i.e., on 23.09.2011, for applications through advertisement, the petitioner failed to apply to the Screening Committee.

In view of the above, the prayer sought for in this writ petition cannot be considered. Thus, the writ petition is devoid of merits and is liable to be dismissed. Accordingly, this writ petition stands dismissed. There shall be no order as to costs.
