PRAYER: Writ Petition is filed under Article 226 of Constitution of India, pleased to issue a Writ of Mandamus, directing the first and second respondents to grant permission to conduct the cultural programme of Adal Padal on 12.03.2023 at 06.00 PM to 11.00 PM at "Sri Kuppur Mariamman Temple festival" Moogilpudur Village, Sembadamuthur Post, Krishnagiri Taluk, Krishnagiri District by consider and pass orders on the representation dated 27.02.2023 made by the petitioner within the time frame as may be fixed by this Honble Court For Petitioner : Mr.S.Mayilnathan For Respondents : Mr.S.Santhosh Government Advocate (Crl.Side)

The Writ Petition has been filed directing the first and second respondents to give permission and police protection to conduct Cultural programme (Adal Padal Nigalchi) in the event of "Sri Kuppur Mariamman Temple festival" Moogilpudur Village, Sembadamuthur Post, Krishnagiri Taluk, Krishnagiri District on 12.03.2023 between 06.00PM to 11.00PM by considering the petitioner's representation dated 27.02.2023. 2.The learned counsel appearing for the petitioner submitted that in order to conduct the cultural programme in the event of "Sri Kuppur Mariamman Temple festival" Moogilpudur Village, Sembadamuthur Post, Krishnagiri Taluk, Krishnagiri District on 12.03.2023 between 6 PM to 11 PM, the petitioner has sent a representation dated 27.02.2023 to the respondent. But, the same has not been considered so far. Hence, the present writ petition has been filed.
3.The learned Government Advocate (Crl.side) appearing for the respondents submitted that the respondent police has received the representation of the petitioner and the same is pending for consideration.
4. I have considered the submission of the learned counsel appearing for the petitioner and the learned Government Advocate (Crl.side) appearing
for the respondent police.
5. It is brought to the notice of this Court that the Director General of Police, Tamil Nadu, Chennai, had issued a Circular Memorandum in Rc.007301/Genl.I(1)/2019, dated 09.04.2019, along with instructions to the Inspectors of Police throughout Tamil Nadu for consideration of applications seeking permission for conducting cultural programme. Therefore, in view of the detailed circular and guidelines issued by the Director General of Police, the respondent police is hereby directed to consider the representation of the petitioner, dated 27.02.2023 and pass suitable orders based on the above said circular.
