Respondents Writ Petition is filed under Article 226 of the Constitution of India praying for issuance of a writ of mandamus, to direct the 3rd respondent, namely the Inspector of Police, Fairlands Police Station, Salem City, to register a case on the basis of the petitioner's complaint dated 01.08.2024 (CSR No.517/2024) and the subsequent representation dated 22.07.2025, to conduct a fair and proper investigation in accordance with law, and to take appropriate action against respondent Nos.4 and 5 within a time frame to be stipulated by this Court.

O R D E R
This Writ Petition (Criminal) has been filed seeking a direction to the 3rd respondent-Police to register a case on the basis of the petitioner's complaint dated 01.08.2024 (CSR No.517/2024) and the subsequent representation dated 22.07.2025, to conduct a fair and proper investigation in accordance with law, and to take appropriate action against respondent Nos.4 and 5 within a time frame to be stipulated by this Court. 2/5

The learned counsel for the petitioner submitted that the petitioner had sent a representation on 22.07.2025 making a complaint against M/s.Velocity Developers Real Estate Company and its Managing Director, Neethimani to whom the petitioner had paid Rs.5,00,000/-. It is further submitted that the said developers had cheated the petitioner and that the Assistant Commissioner of Police and the Inspector of Police have not taking any action on the said complaint.

The learned Additional Public Prosecutor appearing for the respondents 1 to 3 submitted that earlier the petitioner had lodged a complaint and on the said complaint, C.S.R.No.517 of 2024 was assigned and an enquiry was pending. In the meanwhile, it was found that the Velocity Developer Real Estate Firm and its Managing Director, Neethimani had been indulging in similar activities and had cheated several persons. 3.1. It was further submitted that on the complaint of one Chandrasekaran, a case in Crime No.19 of 2025 was registered for the offences under Sections 120B, 420, 506(1) IPC. In the said case, the petitioner was also examined as a witness and his statement was recorded on 24.07.2025, wherein the averments made in the present complaint were also 3/5
recorded. In the said case, the accused Neethimani @ Mani was arrested on 30.09.2025 and he had also given a confession. 3.2. It was further submitted that a substantial portion of the investigation has been completed and that the final report will be filed as expeditiously as possible, preferably within a period of four months.
4. Recording the above submission, this Writ Petition (Criminal) stands disposed of. No costs.
