This writ petition is premature since the request of the petitioner to the 2nd respondent to approve the name transfer as recommended by the 3rd respondent has been made only on 19.02.2022 and received by the respondent on 01.03.2022. Thus, it is appropriate that the petitioner pursue the representation before the authorities.
