Having regard to the limited scope of the prayer that is now sought before this Court by the learned counsel appearing for the petitioner, without expressing any opinion on the merits of the petitioner's representation or the case pleaded by the petitioner before this Court, this Court directs the third respondent to consider and dispose of the petitioner's representation, dated 01.02.2021, on merits and in accordance with law, after affording sufficient opportunity to the petitioner and other persons who are interested, within a period of twelve weeks from the date of receipt of a copy of this order.

3. With the above direction, this Writ Petition is disposed of. No costs.
