Prayer: Writ petition is filed under Article 226 of Constitution of India, seeking a writ of Certiorarified mandamus, to call for the records in Na.Ka.No.1515/2007/pa dated 27.07.2011 of the third respondent and to quash the same with consequential direction to the respondents to give promotion to the petitioner with effect from the date his junior's promotion and with all consequential benefits.

Mr.I.Inbanathan, learned Government Advocate, takes notice for the respondents. With the consent of both parties, the main writ petition is taken up for final disposal at the stage of admission itself.

2. The petitioner is sought to question the charge memo dated 27.07.2011 issued under Rule 17(b) of the Tamil Nadu Civil Services (D & A) Rules.

3. When the writ petition was taken up for hearing, the learned counsel for the petitioner fairly submitted that the petitioner would be satisfied in case a direction is issued to the third respondent to conclude the disciplinary proceedings and pass final order within a time frame, since proceedings is pending for more than four years.

4. In view of the limited prayer now made, without going into the merits of the case of the petitioner, this writ petition is disposed of by directing the third respondent to conclude the disciplinary proceedings initiated against the petitioner pursuant to the charge memo dated 27.07.2011 and pass final orders, within a period of three months from the date of receipt of a copy of this order. No costs.
