2.The learned counsel for the petitioner would submit that the first respondent has to consider and dispose of the petitioner's representation dated 20.03.2015 and however, the order would indicate that the second respondent has to pass such an order. 3.This Court heard the submission of Mr.C.Munusamy, learned counsel for the petitioner and Mr.R.M.Muthukumar, learned counsel for the respondents.

4.Paragraph No.4, the operative portion of the order is to be read as follows:- "4.Considering the limited relief sought for, this Court, without going into the merits of the case, directs the first respondent to consider the petitioner's representation dated 20.03.2015 on merits and in accordance with law within a period of six weeks from the date of receipt of a copy of this order and communicate the decision to the petitioner."
