Writ Petitions have been filed under Article 226 of the Constitution of India praying for issuance of a Writ of Certiorarified Mandamus to call for the records relating to the impugned proceedings issued by the 2nd respondent in Ref. No.3015/E1/5/2015 dated 29.10.2015 and to quash the same as contrary to Medical Council of India Regulations and Special Rules for Tamil Nadu Medical Services insofar as directing the Medical Officers possessing Diploma in Clinical Pathology (DCP) qualification as eligible to be included in the promotion panel for the post of Associate Professor for the year 2015-16 is concerned and consequently directing the respondents to consider the petitioner for promotion to the post of Associate Professor in the existing vacancy on the basis of PG Degree M.D., (Blood Transfusion) acquired by the petitioners.
